Stop a $54 Billion Taxpayer Bailout of Rich Nuclear Utilities--Sign Below

The nuclear power industry is composed of giant, often multinational corporations like General Electric, Electricite de France, Westinghouse, Exelon, Duke Energy, Progress Energy, Areva and more. Despite their wealth, they want taxpayer money to build a new generation of radioactive nuclear reactors. Why? Because nuclear power is so expensive and so risky that even these well-off companies can't borrow construction money from private investors.

In 2007, Congress approved $18.5 Billion in taxpayer "loan guarantees" for new reactor construction. In February 2010, President Obama approved the first "guarantee" under this program: for $8.3 Billion to build two new reactors in Georgia.

But these aren't just "loan guarantees." The money is coming directly from taxpayers, through a little-known government agency called the Federal Financing Bank. Under this new kind of nuclear socialism, taxpayers would pay to build nuclear reactors. If the project succeeds, the nuclear companies will receive all the profits. If the project fails, taxpayers will pay the costs. And the Congressional Budget Office has predicted that 50% or more of these projects will fail.

President Obama has now proposed nearly tripling the "loan guarantee" program to $54 Billion! But Congress has to approve this proposal. Don't let him get away with it.

Nuclear reactors remain dangerous, dirty, and uneconomic. Many reactors are leaking carcinogenic tritium and other toxic elements into our water and air. Radioactive waste remains a lethal problem without a solution. Spending taxpayer dollars on nuclear power diverts our limited resources away from energy technologies like wind, solar, and energy efficiency that can provide real energy independence and national security, and can address our climate crisis faster, safer, cheaper and cleaner than can nuclear power.

Margaret Moth, a CNN war photojournalist who worked in war zones for over twenty years, has died at age 59 from colon cancer. Margaret Moth was born Margaret Wilson, and changed her name to Margaret Gipsy Moth, after her love of they type of airplane from which she would skydive.

HIROSHIMA (Kyodo) -- Hiroshima and Nagasaki, which suffered U.S. atomic bombings at the end of World War II, reacted fiercely Tuesday to a government-appointed panel's acknowledgement of the existence of Japan-U.S. secret pacts, including one allowing the introduction of nuclear weapons into the country.

"As the government of the only country to have suffered atomic bombings, I must say it is pathetic. The state must apologize to the people for lying to them," said Sunao Tsuboi, the head of the Hiroshima chapter of the Japan Confederation of A- and H-Bomb Sufferers Organization, known as Nihon Hidankyo.

"How did previous prime ministers dare to come to peace memorial ceremonies on Aug. 6?" he said, while expressing expectations that Japan's three non-nuclear principles will be made into law.

Hiroshima Gov. Hidehiko Yuzaki released a statement saying it would be "extremely regrettable" if the non-nuclear principles forbidding the possession, manufacture or introduction of nuclear weapons in the country had been contravened.

"We strongly demand that the state abide by the principles as a national creed and work harder towards nuclear abolition," he said.

Nagasaki Mayor Tomihisa Taue said the Japanese government has cheated atomic-bomb survivors by concealing the Japan-U.S. secret pacts on nuclear weapons for a long period of time.

"It's really regrettable that the secret pacts have existed for a long time outside the public eye," Taue told reporters in Nagasaki. "And it's deplorable (the government) has betrayed the confidence of atomic-bomb survivors over the three non-nuclear principles."

Taue also said he wants to urge the government to make the three principles into law in cooperation with the Hiroshima municipal government.

Talks have recently been underway to arrange a summit meeting in Rome this April between President Shimon Peres and Palestinian Authority President Mahmoud Abbas. The person behind the summit drive is Uri Savir, president of the Peres Center for Peace, who was one of the architects of the Oslo accords and served as director general of the Foreign Ministry when Peres was foreign minister. Savir has been trying to arrange the summit for months now, but until recently, Peres rejected the idea.

A few weeks ago, however, Peres finally agreed. Savir then informed the mayor of Rome, Gianni Alemanno, that if Abbas agreed, Peres would be happy to hold a summit with him in that city, at which the two leaders would launch a new international drive for peace.

Both Alemanno's office and that of Italian Prime Minister Silvio Berlusconi then contacted the Israeli embassy to arrange details of the meeting. But the embassy staff responded that they knew nothing about it. And when they asked the President's Residence, they were told that Peres would not be coming.But a few days later, Haaretz has learned, Peres again bowed to pressure from Savir: He asked the embassy in Rome to inform Italian officials that if Abbas in fact agreed to come to the meeting, scheduled for April 21, so would Peres.

However, the President's Residence never informed anyone in the Prime Minister's Bureau about the proposed summit. And when Netanyahu's staff finally learned of it from the Italian media reports, they were furious over Peres' failure to inform them, one senior Israeli official said.

The story of Savir running politics for Rome is, of course, a falsehood. Peres organized the Rome meeting with Abbas and used Savir as his alibi. A similar event occurred in 1992-3 when PM Rabin conducted the secret Oslo negotiations. Savir was one of 5 Israelis privy to the talks, which took place behind the back of Foreign Minister Peres. In March '93, Savir betrayed Rabin's trust and informed Peres of the diplomacy. In May '93, when Peres understood that the talks would lead to an agreement, he informed the Pope, offering papal hegemony over East Jerusalem if he intervened in Rabin's accord. Peres was found out and the full extent of his deceit was covered in Haaretz, La Stampa, Shishi etc. We recall:

"In March 1995, the Israeli radio station Arutz Sheva was leaked a cable from the Israeli Embassy in Rome to Peres's Foreign Ministry in Jerusalem confirming the handover of Jerusalem to the Vatican. This cable was printed on the front page of the radical leftwing Israeli newspaper, Haaretz two days later. A scandal erupted and numerous rabbis who had invited Peres for Passover services cancelled their invitations in protest of his treachery. Peres reacted by claiming that the cable was real but that someone had whited out the word, "not;" the cable really said that Israel would "not" hand Jerusalem over to the holy pontiff."

Then, the rabbis bought Peres' excuse. Or so they said. They knew the fate of those rabbis who objected too publicly to Peres' "diplomacy." Later, the chief Sephardic rabbi objected to the evacuation of the Jews of Gaza:

Chief Sephardic Rabbi, Shlomo Amar, was framed as punishment for his objection to the Gush Katif pullout. The first confirmation came from Haaretz, which reported that the two Arabs who joined Meir Amar in beating Ayal Amar's courtier were Shabak collaborators.

Mrs. Amar said she failed to tell her husband what happened because she did not want to get him involved. But it would appear she did know about the incident.
Despite her claim to investigators to have only had passing contact with Meir, her son visited her a second time just two days later together with Labor Party leader Shimon Peres.
According to Ayala, her brother threatened her with a knife, saying he could kill her "with one stab."

This time, some of the Orthodox followers no longer accepted Peres' betrayal of their land to Rome. We all know the result:

We don't have the proof yet that the deadly "stone" was thrown by a security service killer, leaving the religious to apologize for their "extremists." But it would fit. That was the plot Peres used to murder Yitzhak Rabin. But again, his whole life was dastardly.
Israel's second Prime Minister, Moshe Sharrett, swore he would tear his clothes and "go into mourning" if Peres ever entered politics. That was because, at the time in the early 50s, Peres was Director of Israel's Atomic Energy Commission. In his worst of many crimes, he sacrificed the lives some 10,000 Sephardic, mostly Yemenite and Moroccan children, in ghastly atomic experiments, in exchange for American nuclear bomb plans. The horrid details are in the film: The Ringworm Children, released by Dimona Productions Ltd. in 2003. Producer - Dudi Bergman, Directors: David Belhassen & Asher Hemias. In the same book, the cousin of a singer Peres had a long affair with, Ofra Hazeh, tells the author that she put up $1.5m for a film exposing the murders of the Yemenite children, and Peres had her killed, we were falsely told, by AIDS.
If the story of Peres' life weren't so ghastly we wouldn't mention that his peace center run by Uri Savir, was an international center of kleptomania, stealing billions from foreign aid programs like USAID, all in the name of "peace" but really to stuff Peres' pockets.
By the end of his life, Peres decided he could influence his "masters," by becoming President of the state. All his mastery of connivance went into blackmailing Pres. Weizmann out, setting up Pres. Katzav on vague rape charges and semi-murdering PM Sharon. And he got his wish. And until the stone that killed him was thrown, the Israeli people seemed to forgive and forget his every murderous deed.
Perhaps, I am the wrong person to write this eulogy. Fine, he is survived by an estranged wife Sonia, who knows to keep her mouth shut. And a couple of sons. There, he's remembered traditionally.
Traditionally then, we say in Hebrew, Shimon Peres, Zikharon L'braycha, or blessed be his memory. I say, Zikharon L'brecha. It sounds the same but means, May His Memory Be Thrown Into A Pond. We can only hope his funeral will be at the Tel Aviv Municipal Sewage Pond.

SALT LAKE CITY (Map, News) - Nuclear waste that's been buried in Utah's west desert for several years likely includes some material that's not allowed under state law, according to an environmental group's report released Wednesday.

The U.S. Department of Energy has been disposing of depleted uranium from a nuclear weapons complex near Aiken, S.C., since 2003 at EnergySolutions Inc.'s facility about 70 miles west of Salt Lake City. It also has disposed of some material at the Nevada Test Site, about 65 miles north of Las Vegas.

The report commissioned by Healthy Environment Alliance of Utah says that out of the original 33,000 drums from the Savannah River Site, as many as 5,600 could include material that violates state standards for the disposal of low-level radioactive waste.

That's because the material includes radionuclide technetium-99, a man-made product that results from the fissioning of nuclear fuel in a reactor to make plutonium for nuclear weapons. State law only allows for certain levels of the material to be disposed of in Utah.

EnergySolutions said HEAL Utah's report, based on a statistical analysis of DOE samples of the waste, is flawed.

"They based their analysis on preliminary projections rather than actual data. To draw conclusions before the results are in is irresponsible," Dan Shrum, senior vice president for regulatory affairs, said in a statement.

More than 10,000 drums of depleted uranium from the South Carolina facility has already been disposed of in Utah, according to the DOE. Dane Finerfrock, director of the Utah Division of Radiation Control, said he was unaware so much depleted uranium was already in his state.

He said the state trusts EnergySolutions and those it contracts with to ensure any material it disposes in Utah complies with state law.

"We do not routinely sample shipments as they come in the gate," he said.

Department of Energy spokeswoman Jen Stutsman said the DOE is confident all of the depleted uranium is allowed under state law.

HEAL Utah Executive Director Vanessa Pierce said it's impossible to determine how many of the disposed drums may include depleted uranium that never should have been imported, but the DOE and the state can act to prevent additional waste from being disposed.

"First we need to deal with the problem immediately at our doorstep, then we need to deal with the skeletons in the backyard," Pierce said. "It is inexcusable for regulators at all levels to have just ignored the issue of whether it's safe to dispose of this type of material."

More than 5,000 drums from the Savannah River Site are in Utah awaiting disposal, and the DOE has planned on disposing nearly 10,000 more drums, too.

Utah Gov. Gary Herbert said he struck an oral agreement last week with the Energy Department to keep the other 10,000 drums out of the state, but his spokeswoman said Wednesday the state hasn't yet submitted a written version for the DOE to approve.

After HEAL Utah provided its report to Herbert, state officials began sampling some of the waste still awaiting disposal at the facility to see if it meets state standards. The samples will be analyzed at a lab in Oak Ridge, Tenn.

Test results aren't expected for several weeks.

"HEAL and their expert should wait for those results rather than speculate on the outcome," Shrum said.

L’ambizione della industria nucleare è raddoppiare la capacità nucleare da qui al 2030 (vedi anche sorgente dati: http://www.olkiluoto.info). La IEA (International Energy Agency) e l’IPCC (Intergovernmental Panel of Climate Change) includono questa opzione, accanto alle tecnologie CCS (CO2 Capture & Storage), le “rinnovabili” ed l’aumento di “efficienza energetica”, per risolvere i noti problemi energetico ambientali, in primis i cambiamenti climatici, siano essi dovuti all’uomo o no, e esaurimento geologico delle riserve energetiche.

Ci sono alcuni aspetti critici. primo fra tutti la capacità dell’industria privata di costruire in fretta nuovi reattori. La capacità nucleare del mondo è stata realizzata in prevalenza tra gli anni ’70 ed ’80. Le centrali attive sono principalmente di seconda generazione, quando non di prima generazione. Le centrali sono state progettate per sopravvivere per meno di 40 anni, ma molte sono state certificate per estensioni di vita maggiori. In ogni caso, quasi la metà della attuale capacità nucleare mondiale è probabile che venga dimessa entro il 2030. Negli anni a venire, nel decennio 2020, circa 10-20 centrali nucleari saranno mese fuori produzione ogni anno.

In anni recenti, una media di 2 reattori nucleari sono stati messi in costruzione ogni anno. La sfida di raddoppiare la capacità di produzione elettrica nucleare è persa in partenza: da qui al 2020 dovrebbe essere stato commissionato un reattore alla settimana, non al semestre. Devono essere superati severi “colli di bottiglia”, per esempio vi è solo una o al massimo due compagnie private al mondo capaci di costruire involucri “a pressione” per reattori nucleari.

Si consideri poi la necessità di scegliere e selezionare un numero molto maggiore dell’attuale di siti geologici per scorie nucleari ad elevata e lunga attività (lo sanno all’Enea?), presumibilmente a “cubi di 20 metri x 20 metri di argilla, per ciascun paese nucleare, che devono essere totalmente “asciutti” ed “immobili”, per circa centomila anni, nonché “fissi” ad una profondità di circa 500 m o più, ma non di meno, per non collidere con falde acquifere delle prossime ere geologiche.

Si tratta di una scelta che, si tenga sempre presente, noi facciamo ora per avere 50-100 anni di energia nucleare con le attuali tecnologie di III generazione e con le attuali riserve geologiche/recicling di Uranio, che impegna però i prossimi 100.000 anni, nel controllo del sottosuolo, sempre che non siano intervenute nuove forze geodinamiche. Esse sono attualmente prevedibili con “accademica certezza” solo entro le prime decine di migliaia di anni. Cosa avremmo pensato oggi degli antichi romani se, per 50 anni di era nucleare sotto Augusto imperatore, noi oggi dovessimo sobbarcarci le scorie nucleari ad alta attività di quel periodo “di allori energetici”?

La quantità di rifiuti radioattivi ad alta attività (High Level Nuclear Wastes – HLW) che il Pianeta si impegna a produrre, assumendo che tutti i reattori operino fino alla fine dei loro tempi di vita previsti, dovrebbe essere circa triplicata. Nello scenario che IEA 2008 ha fatto sul raddoppio della capacità nucleare, due terzi della capacità netta nucleare aggiunta lo sarebbe fuori dai paesi OECD. Il numero delle centrali nucleari nei paesi in via di sviluppo dovrebbe crescere di circa 5 volte. Molti di questi paesi sono di fatto soggetti, in maniera crescente ed in funzione dei cambiamenti climatici, a uragani, ed alcuni sono anche molto ai terremoti; i mezzi e la cultura di sicurezza sono spesso troppo scarsi ed in generale sono paesi a maggiore instabilità politica.

Per quanto riguarda la consapevolezza della sfida in gioco, in termini politici e sociali, si tenga presente che 100 anni di elettricità sulla Terra, ORA, richiedono altresì 100.000 anni di sicura pace sulla Terra stessa….nonché geologi, geochimici e geofisici molto motivati, preparati e moralmente ineccepibili per il monitoraggio ed il “non abbandono” dei siti di stoccaggio geologico nucleare, costruiti dai loro avi….

Sono tutte cose che dovrebbe garantire lo Stato, ma quale Stato ? Quello che sta privatizzando anche la Protezione Civile, le agenzie di ricerca, che toglie lavoro al controllo della Corte dei Conti e sfoltisce i concorsi pubblici basati sulle “peer review” scientifiche ? Il nucleare richiede anzitutto severità…. Tanta severità. Quella per capirci che un po’ c’era negli anni ‘50, quando gli ingegneri ed i geologi portavano ancora la cravatta.

Ma torniamo agli aspetti critici del nucleare

Quanto finora detto mette in luce il fatto che l’energia nucleare richiede una stabilità della società su lassi di tempo assurdamente lunghi, per tutte le nostre modellizzazioni stocastiche multidisciplinari finora immaginabili. L’industria nucleare, non scordiamoci, al momento attuale è come tutte le industrie: rette da stock options di visione al massimo ventennale.

L’industria nucleare parla con sicurezza di siti di stoccaggio di rifiuti nucleari che dovrebbero essere chiusi alla vista umana nei prossimi anni (sebbene ancora contenendo i rifiuti radioattivi di tipo HLW per 100.000 anni dopo averci dato solo 100 anni di energia elettrica pulita). E tutto questo avverrebbe senza il beneficio del dubbio ORA, di averci tolto denaro per ricerca del nucleare di IV, V e VI generazione compresa la fusione, a scorie nulle, CCS, sonde geotermiche a turbina elettriche vere e non intermittenti come le pale eoliche, etc…

I siti di stoccaggio geologico nucleare saranno chiusi “alla vista dei curiosi” in concomitanza di quando il combustibile nucleare basato sull’uranio sarà esausto nel suo complesso e quando non sarà più possibile energia elettrica prodotta da questa peculiare tecnologia nucleare, tra tutte quelle, ancora nucleari, possibili e “inventabili” da noi ricercatori. Ma questi siti geologici, se non presieduti da quegli “impeccabili incravattati” prima citati, potranno essere aperti in futuro da chicchessia. Possiamo noi, anche tra i più dotati di master e dottorati, onestamente dire di avere una idea di quello che accadrà sul pianeta da oggi ? Il film Avatar in questi casi può essere più istruttivo di 10 manuali di reservoir engineering. L’unica cosa certa che noi sappiamo e che ORA stiamo decidendo che rifiuti nucleari di lunga vita di “questa” tecnologia nucleare stanno per andare in giro per le strade del Pianeta.

E parallelamente, avremo chiuso anche i siti di stoccaggio geologico di CO2 per le imminenti centrali a carbone pulito o avremo ancora attivi stoccaggi i strategici di metano, da “centellinare” dopo il 2100, rispetto alla attuale era di suo uso per le centrali elettriche spesso italiane, come “caviale per i porci”, con avvio in era craxiana, usando una citazione di Scaroni.

E la sicurezza nucleare ? Richiede “un sistema paese”, del tipo quasi raggiunto in Francia, che comunque ha satelliti “africani” di appoggio, poche faglie sismogenetiche, e un esagerato top secret sull’argomento.

Dopo 50 anni di promesse di separare l’energia nucleare e le armi nucleari, il link è più forte di mai. Sempre più paesi ed organizzazioni, come mai prima di ora, hanno accesso ad armi nucleari: ora che, inoltre, l’ONU è progressivamente più debole e le multinazionali private più forti e che i grandi paesi democratici vivono parzialmente di fondi, denaro e capitali provenienti da paesi non democratici.

La Cina, il Sud Africa, il Pakistan e la Corea del Nord, hanno, uno dopo l’altro, acquisito un arma nucleare sotto l’aureola di programmi di energia nucleare, mentre nei primi 4 paesi nucleari l’energia nucleare è stato un prodotto secondario di programmi di armamento nucleare. L’Iran va avanti con la stessa logica e con i miei calcoli geochimici, a spanne siamo in quel paese con solo 9 anni di riserve “geologiche” di Uranio… il resto è da arricchire con centrifughe o marchingegni similari!

Non troppo tempo fa, Mohammed El Baradei, a capo della IAEA, ha affermato che la minaccia di una Guerra nucleare non è mai stata tanto grande come lo è ora: in aggiunta agli 8-9 stati con armi nucleari, 30-40 paesi sono capaci di costruire una bomba nucleare in un breve lasso di tempo. Questo creerebbe una dinamica totalmente nuova di potere, se si sviluppano poi nuove tensioni internazionali da qualche parte del mondo.

Un esperto nucleare finlandese, Tero Varjoranta, mette in guardia che è solo questione di tempo prima che terroristi possano gestire l’acquisto di una cosiddetta “bomba sporca” (dirty bomb) o una bomba nucleare vera e propria. Più reattori sono in costruzione o costruiti, più materiale nucleare è in circolazione ed è più probabile che falliscano i controlli.

Il contrabbando di materiali radioattivi è in crescita. Durante il periodo 2002-2006 (dati finora disponibili), sono stati scoperti più di 300 tentativi di contrabbandare materiali utilizzabili per bombe sporche, molti dei quali in Europa. Il traffico è raddoppiato in confronto ai precedenti sette anni ed era cresciuto durante quel periodo.

In ogni caso, non è stato ancora citato il problema più importante: un problema geochimico. La natura ha voluto (e forse non a caso) che la percentuale dell’isotopo di Uranio 235 sia molto molto differente rispetto a quella dell’isotopo Uranio 238.

Questo si traduce nel fatto che il combustibile nucleare “geologico” è quasi completamente esaurito rispetto alle aspettative dell’industria fino al 2100: l’arricchimento dell’Uranio (aumento dell’isotopo fissile fino ad una certa percentuale di possibile innesco della reazione nucleare) è una tecnologia nucleare e richiede una ricerca di combustibile verso il nucleare di IV, V o VI generazione che sia.

Le riserve di Uranio stimate non sono note ufficialmente ed in modo inequivocabile paese per paese, viceversa prolifera il “segreto” di Stato. Necessiterebbe invece un “governo mondiale” del combustibile nucleare con riserve certificate a controllo incrociato, anche perché gli arricchimenti di Uranio si trovano ad esempio lungo barriere geochimiche di ossido-riduzione e non più in roccia madre uranifera in rapido esaurimento. Ricordiamo che la natura vuole che il Pianeta con il numero di attuali centrali nucleari in funzione sia sufficiente solo per altri 50-80 anni di riserve uranifere o 25-40 anni se le centrali nucleari raddoppiano.

Solo procedure e tecnologie di arricchimento dell’Uranio (tutte militari) e solo la commercializzazione di generazioni di tecnologie nucleari superiori alla III a partire dal 2030, riciclando il loro stesso combustibile, possono modificare questo trend. Questa ultima IV generazione in studio contempla anche il drastico taglio dei rifiuti nucleari HLW che sarebbero altrimenti destinati ai siti di stoccaggio geologico (e qui gli addetti ai lavori ci vanno prudenti, nel timore di risvegliare il fantasma di Scansano Ionico, buon sito peraltro).

Al momento attuale solo il 60 % del consumo di combustibile nucleare proviene da riserve geologiche (es. miniere di uranio): il resto è di provenienza da bombe nucleari in smantellamento e, in minore misura, da riprocessamento di combustibile nucleare. La maggior parte di questo approviggionamento secondario è destinato ad esaurirsi, comportando che le miniere di uranio e di pari passo le strutture di arricchimento necessiterebbero di essere notevolmente espanse anche solo per mantenere l’attuale BAU (Business As Usual) nucleare. Ma quanto ne necessiterebbe per raddoppiare le centrali nucleari su scala mondiale, come desidererebbe l’industria nucleare ?

Lo stato dell’arte dell’approviggionamento nucleare è molto fragile e qualsiasi aumento della domanda industriale a noi geologi ed agli ingegneri nucleari, associata con una crescita dell’energia nucleare minaccia di esporre ulteriormente le deficienza dell’industria dell’approviggionanento.

Se la capacità nucleare viene raddoppiata, la velocità di espansione dovrà essere enorme: l’estrazione geologica e la capacità militare di arricchimento/reprocessing dovrebbero essere più che doppi alla fine del 2020 ed aumentata di 3-5 volte alla fine del 2030.

Questo vuol dire che nuove aree geologiche di estrazione di urenio dovrebbero essere ricercate ed aperte ogni anno e le più probabili attrezzature di arricchimento dell’uranio potrebbe essere necessario che siano costruite in nuovi paesi (non democratici, non sicuri), dando loro accesso ad armi nucleari.

I limiti geologici e di sicurezza della produzione di uranio sono dimostrati dal prezzo in crescita di circa 13 volte in un periodo di 4 anni (2003-2007).

La domanda di uranio è crescente e di conseguenza il riciclaggio su larga scala del combustibile spento inizierà globalmente. Il riciclaggio su larga scala sta divenendo sempre più attraente rispetto a prima. I rifiuti HLW saranno spediti in Europa per il riprocessamento (che di fatto comporta il riutilizzo parziale del combustibile esausto ad alta attività, diminuendo le quantità da destinare allo stoccaggio geologico profondo, ma comporta anche grandi spese di trasporti cargo in massima sicurezza).

Ma che vi è di male nel riprocessamento ? Esso comporta la separazione del plutonio dai rifiuti radioattivi spenti di tipo HLW. Il plutonio è senza ombra di dubbio una delle sostanze più pericolose inventate da Madre Natura, per un motivo semplice: il piccolo peso associato a grande possibile di energia deflagrante. Pochi grammi possano bastare per bombe nucleari o per le cosiddette “radiactive dispersal devices”, di nuovo conosciute come “dirty bombs” da giovani generazioni crescenti di terroristi. Ci vogliono circa 3 giorni per una singola centrale nucleare per produrre –dopo riprocessamento del combustibile di tipo HLW- una quantità di plutonio necessaria per una bomba nucleare.

Una pesante dipendenza dal “riprocessamento” (tra l’altro via via più problematico in funzione della variazione del combustibile fossile proveniente dai nuovi reattori, progettati per irradiare di più il combustibile, producendo più sostanze rischiose) può portare ad un aumento esplosivo nella quantità di materiale nucleare utilizzabile in bombe. Si pensi che la quantità di plutonio necessaria a creare una catastrofe nucleare può “sparire e andare perduta” anche solo a causa di errori di misura.

Irish depleted uranium ban bill gets warm reception at second reading

A draft bill that would ban the use of uranium in all non-nuclear weapons in Ireland has received a positive cross-party response from Senators during its Second Stage reading in the Irish Senate.

The draft bill, entitled: Prohibition of Depleted Uranium Weapons Bill 2009, was originally submitted last July by Chairman of the Irish Green Party, Senator Dan Boyle. If passed into law, the bill would deliver a general prohibition on the use, manufacture, sale, transport and testing of all non-nuclear uranium weapons on Irish territory.

ICBUW warmly welcomes both the tone and quality of the discussions, in particular we are delighted by the early signs of what appears to be a consensus for action and an acknowledgement of Ireland's potential international role, like Belgium, as an early adopter of arms control legislation.

While technically a parliamentary debate, the discussions on March 3rd showed that there was not only a wide understanding of the potential health problems associated with the use of uranium weapons, but there was also a broad cross party consensus in support of the bill.

The consensus was welcomed by Ireland's Foreign Minister Dick Roche who also spoke during the debate: "The Government has carefully followed the debate in recent years on the possible health and environmental hazards of using depleted uranium. We share the concerns raised in various international fora. As several Members said, it is an extraordinary reflection on the human condition that so much ingenuity and brain power can be used for such destructive purposes. As Senator Norris said, as if the world is not visited by enough natural disasters, manpower needs to spend so much time, ingenuity and money inflicting further disasters. As my personal concerns about the use of depleted uranium in armaments are a matter of record, I am very pleased to be present for this debate."

I believe the use of this particular material is cynical and would ask questions about some of the research that has been done. There is persuasive material about long-term health risks to the wider population. As I have indicated, the Government is strongly supportive of the view, proposed by the United Nations Secretary General, that there must be serious studies in this area. The Department of Foreign Affairs is following closely the valuable work of civil society on the issue of depleted uranium."

Senator Maurice Cummins, Spokesperson on Foreign Affairs for the opposition Fine Gael party said: "Critics of a ban, of which there are many in the military in the United States and the United Kingdom, claim there is no proof that using depleted uranium weaponry causes long-term damage, citing World Health Organization reports. The problem with their argument, and those reports, is that they are demanding something that is almost impossible to prove.

"In war, scientific controls to measure cause and effect are not possible. One cannot do laboratory conditions on a battlefield. Absence of evidence is not evidence of absence, however. There is clear evidence of the lingering effects of weapons used on the health both of combatants and of those who lived in the area of combat."

Senator Ann Ormonde, from Ireland's majority Fianna Fáil linked the bill to Ireland's leading role in banning cluster munitions: "Ireland, through the Minister for Foreign Affairs and his Department, took a global lead in outlawing another weapon which can maim or even kill people decades later. The ban on cluster munitions was a diplomatic triumph for this country. I recall taking a keen interest in this subject when it was debated in the House and I am delighted once again to be associated with a campaign to ban weapons that could impact on our health. At all times, I make it my business to stand up to make sure such weapons are banned. I encourage the Government to examine carefully the threat posed by weapons that use DU and that can generate DU dust.

"While we have never used such weapons, it is important that we should continue to play an active role in efforts to establish the level of threat. Ireland should also take the necessary steps to protect both military personnel and civilians who can be caught up or trapped in a war zone. While science may say there is no great risk currently, we must be sure of our facts. A threat can remain well into the future and affect people for decades to come."

Senator Dominic Hannigan of the Irish Labour Party also supported the draft bill and called on the Irish government to use it to increase pressure for an international uranium weapons treaty at a European level: "Successive Governments have played a positive role on the world stage in advancing the prohibition of weapons of this nature and it is reassuring that this approach remains a feature of Government policy. I commend the Senators’ approach in bringing the Bill before the House. It is short and concise and its enactment would send an important message about Ireland’s moral values, what we consider acceptable in times of war and the measures we deem necessary to establish a global and lasting peace."

It is disturbing that, despite repeated calls from the European Parliament for a total ban on the stockpiling and use of depleted uranium ammunitions, France and the United Kingdom have continued to refuse to accede to such a ban. I urge the Senators concerned and the Government as a whole to use the enactment of the Bill to exert pressure at European Union level to have a ban introduced and a binding international treaty put in place."

The draft bill will now progress to the Committee Stage next Tuesday, where it will be further scrutinised by Senators.

ARTICOLO CHE DERESPONSABILIZZA I MILITARI

INTRODOTTO NELLA LEGGE PER LE MISSIONI ALL’ESTERO – UN ARTICOLO CHE DERESPONSABILIZZA I MILITARI

Un articolo (precisamente il comma 4 dell’Art. 9 della legge che rinnova le missioni all’estero) sovverte il principio di responsabilità dei militari, ad ogni livello di comando, in totale contrasto con la Legge 382/78 sui “Principi della Disciplina Militare” per la quale il concetto di responsabilità è un concetto cardine. Non possono tra l’altro sussistere delle differenze tra ciò che riguarda i comportamenti all’estero e i comportamenti in Patria. Anzi semmai nell’impiego all’estero deve vigere in modo ancor più cogente il concetto di responsabilità, specie per quanto attiene al “principio di precauzione” a tutela dei propri dipendenti. A Nassirya infatti non venne applicato il principio di precauzione e ne derivò un processo per i responsabili. L’assicurare la massima protezione possibile ai dipendenti è uno specifico compito del superiore (dal generale al caporale). Vale in merito l’Art. 117 del Codice Militare di Pace riguardo al dovere di svolgere i compiti assegnati. Quanto introdotto viene dunque a modificare sostanzialmente leggi esistenti e principi consolidati senza che ciò sia stato nemmeno oggetto di precisazioni nel citato Articolo aggiunto nella legge per le missioni all’estero. L’Anavafaf si rivolgerà al Capo dello Stato, che è anche il Capo delle forze Armate, chiedendo il suo intervento in merito alle modifiche che sono state introdotte con la su menzionata legge.
Il testo dell’Articolo citato recita: “Non è punibile a titolo di colpa per violazione delle disposizioni in materia di tutela dell’ambiente e tutela della salute e sicurezza nei luoghi di lavoro [...] per fatti commessi nell’espletamento del servizio connesso ad attività operative o addestrative svolte nel corso di missioni internazionali, il militare dal quale non poteva esigersi un comportamento diverso da quanto tenuto, avuto riguardo alle competenze ai poteri e ai mezzi di cui affidatigli”.

P.S. Il concetto che tutto possa essere giustificato a priori e che comunque è possibile negare qualsiasi addebito, era già noto ai latini che lo espressero con i detti “fac et excusa” e “si fecisti nega”, ma è l’espressione dell’antietica militare. Infatti, al limite, l’etica militare è quella per cui il comandante che si sente colpevole del fatto che la propria nave affondi perché colpita dal nemico si inabissa con essa.
