Carissimi,
questa settimana riportiamo integralmente un articolo apparso su Il Fatto Quotidiano che contiene una notizia passata un po' troppo in silenzio.
Si tratta di una sentenza definitiva della Corte d'Appello di Roma che afferma con "inequivoca certezza" la connessione tra l'esposizione all'uranio impoverito e la malattia che ha colpito tanti nostri militari che erano stati in Kosovo tra il 2002 e il 2003, in questo caso specifico, un sottoufficiale morto di cancro.
La battaglia per il riconoscimento dei danni provocati dai proiettili all'uranio impoverito è stata una delle tante affrontate da Franca Rame prima, durante e dopo la sua elezione al Senato.
A giusto due anni dalla morte, ci piace pensare che questa sentenza l'avrebbe un po' rappacificata nei confronti di questo terribile dramma passato sotto silenzio.

Uranio impoverito
Sentenza definitiva della Corte d'Appello. Sul caso di un sottufficiale morto di cancro dopo la missione in Kosovo. Con "l'inequivoca certezza" del nesso di causalità tra esposizione alla sostanza tossica e la malattia. L'avvocato Tartaglia: "Dimostrato che i vertici militari conoscevano i pericoli e non hanno fatto nulla per prevenirli". Leggiero (Osservatorio militare) chiede un incontro a Mattarella (che declina)

E' una storia di silenzi, omissioni e verità nascoste. Ma anche di morte e sofferenza. La racconta la prima pronuncia della corte d'appello di Roma, definitiva dal 20 maggio, sui casi dei decessi legati all'uso dell'uranio impoverito in Kosovo. Ed è una sentenza dirompente. Non solo per l'entità del risarcimento record (quasi 1 milione 300mila euro oltre al danno da ritardato pagamento) accordato ai familiari di un militare italiano ammalatosi e deceduto per un tumore contratto dopo aver partecipato proprio a quella missione. Ma anche per le motivazioni con le quali il ministero della Difesa è stato condannato a pagare. Innanzitutto, perché la decisione della prima sezione civile della corte d'appello di Roma conferma, come già accertato dal tribunale, "in termini di inequivoca certezza, il nesso di causalità tra l'esposizione alle polveri di uranio impoverito e la patologia tumorale". Ma, sanziona, come già fatto dal giudice di primo grado, anche la condotta dei vertici delle Forze Armate per aver omesso di informare i soldati "circa lo specifico fattore di rischio connesso dell'esposizione all'uranio impoverito".

DIFESA A RISCHIO In pratica, come spiega al ilfattoquotidiano.it l'avvocato Angelo Fiore Tartaglia, che rappresentava in giudizio i familiari del sottufficiale morto dopo aver prestato servizio in Kosovo tra il 2002 e il 2003, la sentenza "ha accertato non solo che i vertici militari erano a conoscenza dei rischi derivanti dall'esposizione all'uranio impoverito, ma anche che non hanno fatto nulla per prevenirli". E a niente sono valse, sul punto, le doglianze del ministero della Difesa. Perché perdere la vita in guerra per una pallottola -è il senso della sentenza- fa parte dei rischi del mestiere di un militare. Ma altro conto è morire contraendo un tumore per l'esposizione a sostanze tossiche ignorandone i possibili effetti che, invece, come sostiene la sentenza, erano noti ai vertici della Difesa.

TUTTI IN PROCURA "Fino alla decisione della corte d'Appello, anche sulla base delle conclusioni delle varie commissioni parlamentari che si sono occupate dei casi di tumore da esposizione all'uranio impoverito che hanno coinvolto diversi militari italiani, il nesso di causalità era confinato nel campo della probabilità  - aggiunge l'avvocato Tartaglia - Questa sentenza, invece, stabilisce il principio dell'inequivoca certezza, cioè che la causa della malattia contratta dal militare poi deceduto è proprio l'esposizione a questa sostanza". Aprendo, adesso che è passata in giudicato, scenari giudiziari  imprevedibili. "Perché si tratta di una decisione - prosegue il legale - che potrebbe dar luogo a responsabilità penale per reati gravi perseguibili anche d'ufficio". Insomma, non è da escludere che la decisione del giudice civile e la condotta dei vertici militari diventino materia d'interesse anche per la Procura della Repubblica.

SILENZI COLPOSI Sia il giudice di primo grado che quello di secondo grado avevano ripercorso alcune tappe della vicenda legate alla missione in Kosovo poste poi a fondamento delle rispettive decisioni. L'utilizzo dei proiettili all'uranio impoverito (cosiddetti DU) "era stato confermato dal memorandum del Department of the Army - Office of Surgeon General" del 16 agosto 1993, "dalla Conferenza di Bagnoli del luglio 1995_, dalla "relazione della commissione d'inchiesta del Senato approvata in data 13 febbraio 2006_ e "dalla deposizione del dottor Armando Benedetti", esperto qualificato in radio protezione del Cisam (il Centro interforze studi per le applicazioni militari) ascoltato proprio dalla commissione parlamentare in merito all'utilizzo del DU in Kosovo ed alla riscontrata presenza della sostanza nella catena alimentare. Tutti elementi dai quali «poteva evincersi che il ministero della Difesa fosse a conoscenza dell'esistenza dell'uranio impoverito durante la missione di pace o quanto meno sul serio rischio del suo utilizzo nell'area, nonché degli effetti del DU per la salute umana". Insomma, secondo i giudici, sussistevano "tutti i requisiti per configurare una responsabilità del ministero della Difesa... per avere colposamente omesso di adottare tutte le opportune cautele atte a tutelare i propri militari dalle conseguenze dell'utilizzo dell'uranio impoverito".

SCAMBI AL VERTICE Ma nella vicenda c'è anche un risvolto extragiudiziario sollevato da Domenico Leggiero, responsabile del comparto Difesa dell'Osservatorio militare del personale delle forze armate. Riguarda gli scambi di informazione che ci furono sul tema tra vertici militari e politici.  E che interessa anche l'attuale presidente della Repubblica Sergio Mattarella, prima vice presidente del Consiglio (dal 21 ottobre 1998 al 22 dicembre 1999) e poi ministro della Difesa (dal 22 dicembre 1999 all'11 giugno 2001) nei governi D'Alema e Amato.

Quando il militare deceduto, della cui vicenda si occupa la sentenza della Corte d'Appello, prestava servizio in Kosovo tra il 2002 e il 2003, l'attuale capo dello Stato non rivestiva più alcuna carica di governo. "Ma da ministro", ricorda Leggiero, "sulla questione delle munizioni arricchite con uranio impoverito impiegate nella guerra dell'ex Jugoslavia era intervenuto più volte dopo i primi casi di leucemia che avevano iniziato ad abbattersi sui reduci delle missioni nei Balcani". Il 27 settembre 2000, Mattarella in effetti rispose in Parlamento ad un'interrogazione relativa a due episodi di decessi verificatisi tra i militari italiani. "Nel primo caso il giovane, vittima della malattia, non era mai stato impiegato all'estero - spiegò l'allora ministro della Difesa - Nel secondo caso il giovane militare era stato impiegato in Bosnia, a Sarajevo precisamente, dove non vi è mai stato uso di uranio impoverito". Circostanza poi rivelatasi non vera. Perché in Bosnia, zona di Sarajevo compresa, gli aerei americani scaricarono 10.800 proiettili all'uranio impoverito. E lo stesso Mattarella, tre mesi dopo, il 21 dicembre 2000, ne prese atto.

PROTEZIONE ASSICURATA  Il 10 gennaio 2001, Mattarella intervenne di nuovo al Senato: "Per quanto riguarda il Kosovo, come è noto da allora, la Nato, nel maggio 1999, ha fatto sapere di aver utilizzato in quella regione munizionamento all'uranio impoverito... L'ingresso delle nostre truppe in Kosovo è avvenuto successivamente alla notizia pubblica - ripeto - dell'uso di munizioni all'uranio impoverito... Di conseguenza, fin dall'ingresso dei nostri militari in Kosovo si sono potute adottare misure di protezione adeguate". Messaggio rassicurante, ma che adesso non trova riscontro nella sentenza della Corte d'Appello di Roma passata in giudicato. Secondo la quale, anzi, il vertice militare ha "colposamente omesso" di adottare misure adeguate per tutelare i nostri soldati. Per cui, domanda Leggiero: "I vertici militari non hanno informato il ministro? Cosa molto probabile. Hanno sdrammatizzato la situazione convinti di controllare le conseguenze della vicenda? Cosa probabile. O, infine, i vertici militari hanno detto la verità al ministro, che quindi sapeva? Cosa molto poco probabile".

INCONTRO DECLINATO Comunque siano andate le cose, Leggiero ha scritto una lettera al capo dello Stato per avere un incontro e discutere della vicenda dell'uranio impoverito. Richiesta però declinata da un suo collaboratore: "Sono spiacente di doverle comunicare", recita la risposta dal Quirinale, "che l'agenda presidenziale, per i prossimi mesi, è fitta di impegni istituzionali".

ARE YOU AS HEALTHY AS YOUR PARENTS WERE?

Like salting French Fries at your favorite Diner, the radiation falls out of the sky and gets us all.
No one is left out. One result is that we are not as healthy as our parents and grandparents were at our age. Government nuclear weapons policy says it is worth it to have the Bomb – Global Thermonuclear Weapons, and little, more usable ones, too. This policy just makes us all less healthy.

Lincoln, NE from the list above experienced 489 CPM of combined Gamma and Beta Radiation this past week. That is serious stuff, nothing to fool around with. A good question is where did the 489 CPM of Radiation come from?
Lincoln is surrounded by three aging, leaking nuclear power plants. Lincoln is directly in the path of the powerful Jet Stream moving South from the Arctic and Canada carrying radiation from radioactive wars and 486 other decrepit reactors all over the world. All these things contribute to the radiation count in Lincoln today.
It is important to note these radiation plumes don’t go around the world just once, the plumes go around the world many times, dropping part of the radioactive load each mile of the way. All forms of precipitation are good scavengers of radiation from the atmosphere. Some, like snow, are better than most. California gets much of its water from the snow melt during a normal spring and winter.
As a result, 70 years after the nuclear business started, Lincoln and many other communities are paying the price.
Everyone in Lincoln breathes about 17 times a minute. Part of the radiation in the air ends up inside them. A milligram, or 0.0000352 of an ounce, of radioactive particles fires about 800 rounds a minute, forever, inside folks. It causes heart disease, cancers and hundreds of other diseases; but, first and foremost is heart disease. These weapons never jam and never run out of rounds.
DILUTION IS THE ANSWER ?
Many people have heard the old chant “Dilution is the answer to pollution,” you may have even said it yourself. Some items, like thousands of radioactive compounds and molecules, instead of being destroyed are merely spread out wider to attack more people, animals and plants.
Dr John Gofman, former Medical Director of the Lawrence Livermore Nuclear Weapons Lab stated “… If you pollute when you DO KNOW there is NO safe dose with respect to causing extra cases of deadly cancers or heritable effects, you are committing premeditated random murder.” [Emphasis added.] – John W. In civilian use you cannot slice it any finer than one molecule. In militaries it is called a nuclear weapon, some electricity makers use it in nuke power plants. What worked as conventional wisdom in the Middle Ages about dilution and pollution doesn’t work with nuclear material today.
However, 16th century thinking abounds in the militaries of nuclear nations. The former Soviet Union dumped reactors off the coast of Siberia and the American military dumped nuclear material off both the East and West Coasts of the States. The practice has not necessarily stopped, it is spreading.
Famously, the Mafia in Southern Italy regularly buys old freighters, loads them with radioactive used fuel rods from reactors, drives them out in the the ocean and scuttles the boats, sinking them to the bottom of the sea. The bottoms are blown out of the ships in the Mediterranean Sea and along the coasts of Africa. There is no known plan to retrieve the reactors or the radioactive nuclear material.

"Ho avuto occasione di incontrare il candidato di Renzi al Quirinale, Sergio Mattarella, quando questi era ministro della Difesa del governo Amato. Chiedo scusa per la lunghezza del post, ma lo devo a tanti ragazzi che non potranno mai leggerlo. Lavoravo da qualche mese sulla vicenda dell'uranio Impoverito e sull'impressionante numero di leucemie linfoblastiche acute e linfomi tra i nostri militari che erano o erano stati in missione nei Balcani, soprattutto in Bosnia, ma non solo. Sergio Mattarella negò a più riprese il possibile nesso tra l'insorgere delle patologie e il servizio. Negò che la Nato avesse mai utilizzato proiettili all'uranio impoverito (DU, Depleted Uranium), tantomeno che questo fosse contenuto nei Tomahawk (missili) sparati in zona di guerra dalle navi Usa in Adriatico. Insomma, Mattarella, candidato di Renzi al Quirinale, negò su tutta la linea. Negò pure ciò che era possibile reperire nei primi giorni di internet sugli stessi siti della Difesa Usa, che magnificava l'efficacia degli armamenti al DU e dettava, contestualmente, le precauzioni sanitarie da adottare in caso di bonifica: protocolli di sicurezza molto rigidi, che prevedevano l'utilizzo di tute, guanti e maschere protettive, per svolgere il lavoro che invece a mani nude e senza protezioni facevano i nostri soldati. ...Ero a Nuxis, in Sardegna, al funerale di caporal maggiore della Brigata Sassari Salvatore Vacca, riconosciuto poi come il primo morto di uranio Impoverito, che aveva prestato servizio alla caserma Tito Barak di Sarajevo. Ero il solo giornalista presente, il 9 settembre 1999. Tutta questa triste storia incominciò da quel funerale. Pensai che l'argomento DU dovesse interessare a un ministro della Difesa, dal momento che quei ragazzi in divisa oltre che "nostri" erano soprattutto suoi, ma evidentemente ero troppo ingenuo. Per i principali quotidiani e le televisioni il problema dell'uranio Impoverito non esisteva e non ne avevano ancora parlato. Alle mie ripetute richieste di intervista Mattarella ha sempre risposto negativamente. Ricevetti anche strane minacce mentre stavo indagando per conto del mio giornale in Sardegna. I militari italiani, nel frattempo, continuavano ad ammalarsi. Ricordo anche che il comando della Brigata Sassari, dopo la morte di Salvatore Vacca, convocò una conferenza stampa per smentire ciò che io non avevo ancora scritto: fu il cappellano della Brigata, al quale mi ero rivolto per sapere, in un incontro riservato, qualcosa di più su Salvatore e sul possibile nesso tra la malattia e la missione in Bosnia, che spiattellò tutto al comandante e cioè che un giornalista stava indagando sulla morte di un loro soldato, dovuta, forse, a quei proiettili. Smentita preventiva. Non mi è mai più capitato. Iniziai così a scrivere. Dapprima da solo o quasi, poi qualcun altro incominciò a farlo, ricordo il Manifesto, Liberazione, la Nuova Sardegna, ma ancora poca roba. Per i big della stampa il problema non esisteva e lo scandalo DU non era ancora diventato un caso planetario.

Il candidato di Renzi al Quirtinale, Sergio Mattarella, nel nome della trasparenza e della libera informazione, continuava a respingere le mie richieste di intervista. Provai anche con uno dei suoi sottosegretari, Gianni Rivera, il popolare ex Golden Boy, non ancora eroe di "Ballando con le stelle", che raggiunsi telefonicamente mentre questi stava dispuntando una partita al circolo del tennis. Non malignate: l'orario di lavoro di un giornalista non sempre coincide con quello di una persona normale. Mettiamola così. Rivera non sapeva neppure cosa fosse l'uranio Impoverito. Si arriva così al 27 gennaio 2001, giorno in cui decido di tendere un'imboscata al ministro Mattarella, che si trova ad Ascoli col presidente della commissione Difesa della Camera Valdo Spini per il giuramento del primo contingente di donne militari di truppa dell'Esercito italiano, lo stesso in cui qualche anno dopo si distinse l'istruttore Salvatore Parolisi (ma questa è un'altra storia). Avvicinai Mattarella nella ressa dei giornalisti e riuscii a porgli un paio di domande, alle quali, assai piccato, si rifiutò ancora una volta di rispondere. O meglio, anche in quell'occasione negò qualsiasi nesso tra DU e i linfomi o le leucemie. Fantasie della stampa. Provai a insistere, ma lui mi respinse con toni e modi definitivi «Questa non è un'intervista» mi disse. «Io le interviste le concordo prima, poi voglio per iscritto le domande e infine leggere il testo del giornalista prima che questi lo dia alle stampe». Tutte le volte che ho letto qualche sua intervista sui maggiori quotidiani, negli anni a venire, è ovvio che poi ho pensato male. Mattarella girò i tacchi se ne andò, così mi beccai anche il rimprovero dei colleghi perché avevo fatto scappare il ministro con domande "fuori tema". Raccontai questa scena nel mio pezzo che conclusi lasciando al lettore ampia facolta di scelta sul caso dell'uranio Impoverito, che non era diventato un "caso" solo perché Striscia la Notizia non se ne era ancora occupata (l'Italia è questa). Insomma, scrissi, come volete la verità: liscia, gassata o Mattarella? E' una domanda che ora pongo anche a chi ha avuto la pazienza di leggere tutto il post, del quale mi scuso ancora una volta per la lunghezza. Come deve essere la verità in questo Paese allo sbando: liscia, gassata o Mattarella?
(secondo l'Osservatorio Militare sono 307 i militari italiani morti e oltre 3.700 i malati: è la macabra contabilità della cosiddetta "Sindrome dei Balcani". Il contingente italiano era di stanza nell'area più inquinata dai colpi sparati in Bosnia e Kossovo: 50 siti, per un totale di 17.237 proiettili, secondo fonti ufficiali Nato/Kfor. Non solo: la missione Nato in cui si parlava di armamenti al DU e dei 13 Tomahawk con testata al DU sparati dall'Adriatico, è stata presentata dall'ammiraglio Leighton Smith alla Base di Ponticelli, Napoli. 43 Groups Insist UN Stop Lying About Fukushima

On October 24, 2014, at the Fourth Committee of the UN General Assembly being held in New York City, representatives from Physicians for Social Responsibility (USA) and Human Rights Now (Tokyo, Japan) hand-delivered a letter to the chairperson of the 4th Committee and the Secretary of UNSCEAR.  The letter, co-signed by 43 civil society groups from 9 countries, including 21 Japanese groups, requested revision of the 2014 UNSCEAR report on Fukushima accident as well as a new UN mandate for UNSCEAR.

Re:       Civil Society groups request revision of the recent United Nations Scientific Committee on the Effects of Atomic Radiation (UNSCEAR) Report: “Levels and effects of radiation exposure due to the nuclear accident after the 2011 Great East-Japan Earthquake and tsunami.”

      The 2011 Fukushima disaster made UN oversight of the adverse effects of ionizing radiation an issue of utmost global importance.  The goals and criteria of oversight should be the protection and promotion of the human right to health and well-being, which encompasses an environment as free from exposure to man-made ionizing radiation as possible.  We, the undersigned, urge the 4^th Committee to examine critically both the scientific conclusions in the UNSCEAR report[i] and the scientific evidence omitted from the report.

     Physicians from 19 national affiliates of the International Physicians for the Prevention of Nuclear War (IPPNW), including Physicians for Social Responsibility (USA) and IPPNW Germany, have authored/issued/published a Critique of the UNSCEAR report[ii] which calls into question the presumptions and data used by UNSCEAR, and the consequent interpretations and conclusions.  This Critique demonstrates how UNSCEAR systematically underestimates and downplays the health effects of the Fukushima disaster.

     We appreciate the significant efforts made by UNSCEAR committee members to evaluate the extensive and complex data concerning the Fukushima nuclear catastrophe.  However, their conclusion that there is “no discernable effect”, now or in the future, defies common sense and undermines the credibility of UNSCEAR.  The Critique notes that based on the UNSCEAR report itself, it can be expected that about 1,000 excess cases of thyroid cancer and between 4,300 and 16,800 other excess cancer cases would occur in Japan due to Fukushima radioactive fallout.  We believe that these are very discernable effects for the individuals, families and communities experiencing these cancers, as well as those individuals who will experience other form(s) of radiation induced illness.

     Furthermore, the conclusion by UNSCEAR of ‘no discernible health effect’ is misleading the Japanese government to not implement countermeasures for individuals to avoid additional exposure and to have thorough monitoring of health effects, thereby causing serious human rights violations. 

     This catastrophe was not a singular event that has come to an end, but rather it is an unfolding event with an unknown endpoint.  Radioactive elements continue to leak into the biosphere and individuals continue to be exposed to ionizing radiation because they live in contaminated areas, consume contaminated food and water and inhale contaminated air.  Additionally, most of the health effects from Fukushima will take decades or generations to be expressed.  Thus the UNSCEAR report at hand should be considered a preliminary or initial assessment of the health effects of Fukushima. Ongoing and improved monitoring and updating of the assessment is required for a long time to come.  The 2014 UNSCEAR report is a beginning, not an end.

     We ask that the Fourth Committee take two actions regarding the UNSCEAR report:

     1)  Return the report to UNSCEAR for revision based on the Critique, taking into consideration the points of concern raised in the Critique, and that UNSCEAR broaden the composition of the committee to include as full-fledged members scientists who are critical of nuclear activities.

     2) We also ask that the Fourth Committee urge the General Assembly to pass a new resolution reframing the 1955 UNSCEAR founding mandate to ensure that the UNSCEAR’s primary scientific mission is to promote and protect public health and the right to health of the most vulnerable individuals.  The Precautionary Principle should be employed to address the short-term and long-term effects of ionizing radiation upon present and future generations as well as the environment.  Likewise, the Precautionary Principle should be employed when determining exposure, cleanup and decontamination regulations and activities after a nuclear disaster, educational measures to minimize and mitigate the risk of individual exposure, and the long-term monitoring of contaminated sites.  A new UN mandate is critical for UNSCEAR Committee members to be able to fully utilize their expertise for the purpose of protecting the lives and health of the global community.

To hear it from Jim Stone, Fukushima poses no serious risk to civilization or to the survival of the human species. The idea is merely a profit-making myth.
“Fukushima was bad, but it is Japan’s problem. All the stories about the Pacific dying are bold faced lies spewed for ratings to generate ad revenue. You still cannot go into many of the nuclear testing zones in Russia because it is too radioactive.
“America was more careful, and does not have similar problems. The 30 KM radius around Fukushima (which extends out 100 km to the North) is Japan’s equivalent of Russia’s old testing zone, which is a big disaster for Japan. But as far as the rest of the world? It is meaningless and will stay that way no matter what happens at Fuku.”
The problem is that real experts on radiation and health, such as Christopher Busby, internationally acclaimed expert on precisely this subject, and Majia Nadesen, who has just published a book about Fukushima, have a very different story for us–one with ominous implications for the future.

New Study questions Japanese data underpinning current radiation risk model

The results of a study of the health of children and grandchildren of British servicemen stationed at the atomic weapons test sites at Maralinga in Australia and Christmas Island in the Pacific will be published in the open peer-reviewed journal Epidemiology this week. Christopher Busby and Mireille Escande de Messieres conducted a case-control and cohort study of 605 children and 749 grandchildren of members of the British Nuclear Test Veterans Association (BNTVA) and compared congenital defects and cancer incidence with 311 control children and 498 control grandchildren of age-matched individuals. Results showed that, compared with controls:

1. There was three times the number (105) of miscarriages in wives of veterans.
2. There was 9.7 times adverse congenital conditions (57) in veteran children.
3. There was 8.4 times adverse congenital conditions (46) veteran grandchildren.
4. These rates were confirmed also by comparison with national EUROCAT data.
5. The existence of the same highly statistically significant rate in both generations points to genomic instability as likely cause, a trans-generational genomic switch discovered after Chernobyl and shown in animal studies to affect many generations.
6. The cause is argued to be Uranium, the main atom bomb constituent, which rained out at the test sites as sub micron particles in “black rain”. Recent research shows Uranium causes genomic effects at very low radiation doses because it binds to DNA and amplifies the radiation damage both through proximity and in other ways.
7. Black rain of Uranium was also a feature of the Hiroshima Atomic bomb and Uranium has been measured several kilometers from the Hiroshima epicenter. The authors re-analyse adverse birth outcome rates in the official Hiroshima database and show that rates in the control groups defined in the study as “zero dose” have twice the rate than all Japan for the post A-bomb period.
8. The Ministry of Defence, in arguing recent court cases rely upon the fact that dosimeters at the test sites show low doses. However these devices do not register Uranium or other alpha emitters. Uranium was not looked for at the sites.
9. The study findings are supported by similar genomic effects found in Iraq populations exposed to Depleted Uranium particles (e.g. Fallujah sex-ratio, cancer and birth defects), USA and UK Gulf veterans, Uranium miners and workers and Navajo and other local populations living near Uranium waste tailings. All of these groups show chromosome defects consistent with their exposures to Uranium.

Speaking from Riga, Latvia, Dr Busby remarks: This multi-generational effect is an unexpected finding. There are implications for the current radiation risk models which legally underpin all nuclear power development and also the use of radioactive weapons. Although weakly radioactive, when ingested and inhaled Uranium has properties which enable it to directly damage DNA in ways that are not incorporated into current legislation. Uranium was not measured at the test sites and is not routinely measured near nuclear sites or in the environments either.

Fukushima: Dispossession or Denuclearization?

We pose the question starkly: Humanity must choose between denuclearization or dispossession.
We document that nuclear power and weapons are connected and their complex fundamentally dispossesses citizens of liberal guarantees, including rights to property, free speech, and the pursuit of happiness.

We examine the history of radiation health effects to demonstrate historical conflicts between nuclear industry safety-guidelines and scientific studies of the biological effects of “internal emitters,” which are ingested and/or inhaled radionuclides.
We describe distortions in nuclear industry safety models deriving from invalid modeling techniques.
We demonstrate that nuclear power is market distorting because it externalizes its true costs and relies extensively on generous government subsidies.

We are concerned that in the absence of public activism the choices made by governments and industry will prioritize short term profits and vested interests. “Dispossession” is the cumulative effect of these decision criteria in action.
Nuclear remains seductive in our Hobbesian world of vying nation-states, despite myriad acknowledged hazards, including aging and decaying infrastructures, recurrent nuclear “accidents,” unceasing contamination, and terrorism. Nuclear seduces even when its effluents threaten the ecosystem and, perhaps, even the human genome.

Fukushima Steaming? August 13 2014

Vested nuclear interests reign, but democracy is not yet vanquished. We see public demand for systematic denuclearization as critical for long-term human sustainability. The time for political action wanes as scientists predict nuclear power plant accidents will occur with regular frequency: See Severe nuclear reactor accidents likely every 10 to 20 years, European study suggests (2012, May 22). Mikhail Gorbachev noted in his Memoirs that prior to the Chernobyl disaster there had been 151 significant radiation leaks at nuclear power plants around the world.[i] He warned that one or two more accidents would produce contamination far worse than after a nuclear war.[ii] With Fukushima we are living in a highly contaminated age as research subjects with no options to discontinue the experiment.
Change in energy policy is necessary for human sustainability. If we do not denuclearize, we are going to be dispossessed.

Christopher Busby is an internationally acclaimed British scientist, a member of the Royal Society of Medicine and of the International Society for Environmental Epidemiology, known especially for his studies of the negative health effects of very low-dose ionising radiation.

Majia Nadesen is a professor of communication in the School of Social and Behavioral Sciences in the New College of Interdisciplinary Arts and Sciences and an expert on the Fukushima nuclear catastrophe. Her previous books include Fukushima and the Privatization of Risk.
